Now that the Pokémon Network Center has been restored, Cerulean Cave is accessible. Go north to Route 24 and Surf down along the river. Eventually, you'll see the entrance to the cave. Go west past the cave a bit. You'll be on Route 4.

Surf north and take the nearby ladder. Smash the two rocks and grab the Full RestoreFull Restore. Go back down the ladder. Keep surfing down and grab the Full RestoreFull Restore below. Head to north on the platform and grab the NuggetNugget. Go around to the south ladder and take it up. Break the rock to grab the PP UpPP Up. Climb the ladder back down. Go south and east. Climb the platform and take the closest ladder. Smash the rock to grab the Ultra BallUltra Ball. Go back down the ladder. Grab the nearby Max ElixirMax Elixir and go around to the next ladder. The trick here is to go counter-clockwise. A trick is that if you have to smash a rock, you're going the wrong way. By following the path, you'll see a ladder going down. Take it, and take the next ladder. Now you're on the final floor. Go to the northeast corner and grab the Max ReviveMax Revive. Go on the platform and collect the Ultra BallUltra Ball. Keep going around until you get to the water. Surf to the platform nearby to face the Legendary Pokémon: Mewtwo!

Mewtwo is Lv. 70, the strongest Pokémon you can capture in the game. If you can, save your Master BallMaster Ball (assuming you haven't used it yet) for the Legendary Beast that is roaming Kanto. It is wise to save before battling it, if you're not using the Master Ball. Mewtwo is weak to Bug, Dark, and Ghost-type moves. Try inflicting it with a status ailment and use Ultra BallUltra Balls and Timer BallTimer Balls to capture it.

After the battle, you can use an Escape RopeEscape Rope or Dig to get out of the cave, or you can stay and train with all the high-leveled wild Pokémon in the cave.

There is one last thing to do, and it's optional, but helpful. The Elite Four have upgraded their teams. Fly over to the Indigo Plateau to battle them again.
